Japanese City After City Says Yes To Radioactive Debris

One Municipality After Another Says YES to Disaster Debris Contaminated with Radioactive Materials

The likes of Mr. Blustein must be so happy to see the "kizuna" (it's actually the rope that ties down the cattle or domestic animals) restored at least among petty politicians and bureaucrats in cities, towns, and villages as far away as Okinawa and Hokkaido, even as the "selfish" and "irrational" residents who will have to pay taxes to have the debris burn in their midst are against it.

In anywhere else in the world, these debris would be considered "low-level radioactive waste" and would be strictly controlled.

The municipalities that suddenly "capitulated" this week, particularly on March 16 when Prime Minister Noda formally issued the request to accept the debris to municipalities who haven't said yes to the debris, are too numerous to list. Even the last true "opposition" since the March 11, 2011 disaster, Japanese Communist Party, sided with the majority demanding the municipal governments of Niigata City in Niigata Prefecture and Kiryu City in Gunma Prefecture to accept the disaster debris from Miyagi and Iwate.

Money really does speak. Hop on the bandwagon. Local politicians have the local waste management industry lobby to please.

Here are some of the latest "yes" to radioactive tsunami/earthquake debris:

Hokkaido:
Okushiri-cho (island off the coast of southwestern Hokkaido, in Japan Sea)

Okinawa:
Onna-son (in the middle of Okinawa Island, one of the most popular tourist destinations in Okinawa)

Niigata:
Niigata City (whose vice mayor is a career bureaucrat from the Ministry of Internal Affairs and Communications)
(Niigata already has 4 other cities eagerly waiting for the debris, even though the governor of Niigata Prefecture is dead set against receiving the debris in Niigata.)

Gunma:
Kiryu City

Chiba:
Ichikawa City (right outside Tokyo)

Hiroshima:
Kure City (famous for really good oysters and lemon)
Hiroshima City

Mie:
Taki-cho (green tea, Matsuzaka beef)

Now what? I wonder what the residents of Japan are going to do now, if anything at all. They have protested, packed the "explanation" meetings which were nothing but a sham to keep up the appearance of "democracy", collected signatures to oppose acceptance and tried educating the fellow citizens and a few politicians who would listen. The politicians and bureaucrats and industry will just do it anyway.

Surviving Japan

SURVIVING JAPAN is a documentary of 6 months of true stories after the disaster. The profits for this will go to benefit the victims affected by the tragedy in Japan.

Record Deep Snow Up To 5 Storeys High In Japan

Japan has endured record snowfall since late December on the island of Hokkaido, where there are 6 to 16 feet (2 to 5 meters) of snow from the coast heading to the mountains.

Record snowfalls throughout the week in northern Japan have caused avalanches, leaving more than 80 victims. A snow depth of nearly 10 feet (3 meters) covered prefectures on the coastline of the Sea of Japan, on the northern island of Honshu and Hokkaido.

In Sukayu prefecture (Aomori Prefecture) or Hijiori (Yamagata Prefecture) and Aomori (Honshu), the snowpack is nearly 4 feet high.

The center of Honshu Island, Hyogo Prefecture in the Kyoto area, received 83 inches (2 meters) of snow in 48 hours, completely paralyzing traffic.

That’s almost 7 feet! Seven feet of snow would completely bury the average man. That would indeed stop traffic dead in its tracks.

Some snowdrifts almost 15 meters high

Huge snowdrifts have formed in places, especially in the center of the island of Hokkaido. Some reach almost 15 meters (48.75 ft) high, “equivalent to the height of a 6 storey building.”

(This would be closer to the height of “only” a 5-story building in the U.S. But I still don’t think I’d want to be buried beneath it.)

As the person says, the case of acute leukemia is unusually increasing. It used to be lymphoma malignum most of the cases.

This is too obvious to ignore. Not a negligible scale of a change.

One day, if it’s proved scientifically, it would be a massive scandal.

All the hemodyscrasia experts must share the same impression. This is not a joke.

Ionizing Radiation Diseases
Once radionuclides are released into the environment they circulate and are carried with the winds until they become part of the soil and food chain. They land in our drinking water, are on the pastures that our livestock graze on, are on our vegetables and in our fruit trees.

Remember that Fukushima continues to spew radioactive toxins around the world, into the atmosphere and into the ocean for almost 8 months, and still no end in sight. The radioactive debris incineration is also contributing to the increases. The disaster will not be over in our lifetime.

Atmospheric levels of radiation will continue to raise and are higher now than when Fukushima first happened. Radiation is accumulative.

276,000 bq/kg Cesium In Kashiwa City

Kashiwa City's Radioactive Dirt: 276,000 Bq/Kg of Cesium

The highly radioactive dirt in Kashiwa City in Chiba, which measured 57.5 microsieverts/hr 30 centimeters below the surface, was not from radium after all or any other nuclides that are used in industrial or medical use (some suggested cobalt-60, for example). It was from radioactive cesium.

On October 22 Kashiwa City announced the result of the analysis of three dirt samples from the location at different depth (one on the surface, two at 30 centimeter deep). The analysis was done on October 22. The unit is becquerels per kilogram:

The address of the location is announced by the city as: 柏市根戸字高野台457番3地先. According to the residents, the place is a strip of open space between the residential area and the industrial area, and is used as playground by many residents, young and old.

City Coucil Urges People To Evacuate Japan



Government lifted mandatory evacuation area for this place on 9/30.

Schools and elementary schools were re-opened, innocent people, and innocent children are coming back to the place.

I had my wife, kids, and employees all evacuate here. People worry about me. I much appreciate for it, but I just wish my body could be a fertilizer for the next generation.”

He knows he may die of exposure.

He became a city councilor since last December.

However, he noticed that Minami soma is not safe at all. He especially warns the risk of Strontium, which government has been rejecting to measure.

He drives around the city and is calling people to evacuate.

He shouts “We are not human guinea pig.”

He says, you can not decontaminate the place anymore.

He tells Japanese young people to leave Japan too.

He is trying to save people for his life.

How To Enjoy Radioactive Fall

In Tokyo, Chiba, Kanagawa, they all do these fun-filled activities to enjoy and celebrate autumn, just like they did last year and year before, radioactive fallout or not. A minor nuclear accident must not disturb the preset schedule, ever.

At this point, though an increasing number of parents are simply horrified, the majority are quite happily following whatever the school teachers say and accuse the concerned parents as "monster parent" (a Japlish word that they use in katakana) - a troublemaker. The majority are more worried about their children's prospect of getting into prestigious schools.

1. Radioactive school lunch with tastes of autumn, including chestnuts and mushrooms.

The most hilarious and sad is the school nutritionist in Koto-ku, Tokyo where the high radiation spots have been detected which were likely the result of radioactive fallout from the garbage incineration plant.

According to the blog "Protect children in Koto-ku" (link is in Japanese), a grocer that supplies school lunch food items came to Edagawa Elementary School with the test result of the chestnut that the grocer wanted to sell to school. The test result was: 44 becquerels/kg of radioactive cesium detected.

And from the "togetter" collection of related tweets on the subject:

Apparently the grocer brought with him the printout of the test result as an "advertisement", of how "safe" his chestnuts were. Looking at the result, the school nutritionist was relieved that it was such a low number and therefore it was safe. So the school bought the radioactive chestnuts from the grocer and served them in lunch to feed 700 children.

They knew the chestnuts were radioactive, and they served them anyway. The producer, the wholesaler, the retail grocer, and the school all seemed to think that anything below the provisional safety limit was literally, genuinely safe. The school nutritionist was a recent college grad with no influence over lunch decision.

NOTE: Not just in Japan, but all of the Northern hemisphere, particularly now that the rain brings it to the ground.

Fukushima Forests Contaminated

Children have already started to have thyroid problems “even though they evacuated”.

It was assumed to take 5 years but the symptoms are showing up much faster than we ever thought.

Now it’s known that most part of the plume is stuck to the trees or soil in the mountains, where you can hardly decontaminate.

続き3:今から杉の葉っぱと枝を切り落とさないとダメかも。あとは飛ばないように糊で固めるとか…せっかく除染しても来年の春にまた汚染が拡散しちゃうよ。20km圏内の杉は数え切れないくらいあるから大変だけど対策しなきゃもっと大変。担当大臣は誰だろ?考えてるかなぁ?

Maybe they need to cut off all the branches and the leaves of cedar right now or glue the pollen so it won’t fly away. Otherwise radiation will spread around again even though they decontaminate.

In 20km area, there are countless numbers of cedar. That will be a really hard but we need to do something for it. Who’s in charge of that in the government? I wonder if he/she thinks of that.

NOTE: It is not just in Japan, remember the wind blows, the radiation falls more with rain, snow and we now have over 200 days of continuous bombardment of radiation.

Massive Tokyo Anti Nuke Protest

'Many participants in Japan are indignant that their demonstration was called a "parade", as if this was some festival attraction. Well, give the media time to learn. To me, it's amazing that the MSMs like Yomiuri and Asahi covered the event at all, and even had photographs. Asahi and Mainichi sent in their own photographers for the event. I would take it as a sign that the anti-nuke movement may be crossing the threshold in Japan in terms of the number of people, and the MSMs cannot simply ignore anymore.'

Japan Guide To Decontamination

That national plan may be something like the one that has been apparently released by the Japanese Society of Radiation Safety Management, and it relies on the citizens' effort to locate the high radiation "hot spots" and decontaminate using the household cleaning tools and materials, as if radioactive cesium and strontium and plutonium and cobalt should be no different from dirt and rust.

One great thing about this citizen decon idea is that it won't cost much at all to the national government, other than some support money given to neighborhood associations.

Asahi Shinbun (8/31/2011) reports:

個人の住宅周辺で特に放射線量が高い「ホットスポット」の見つけ方と、効果的な除染法について、日本放射線安全管理学会がマニュアルをまとめた。雨どいの下など、放射性物質が集まりやすい場所を紹介。放射性物質が飛散しない除染法なども説明している。

The Japanese Society of Radiation Safety Management has created a manual on how to find "hot spots" in and around one's home and how to decontaminate effectively. The manual shows the locations where radioactive materials tend to accumulate, such as under the rain gutters, and explains the methods of decontamination that do not spread radioactive materials.

The following are the recent happenings in Yokohama City, as I picked from the message board maintained by Yokohama City Assemblyman Masataka Ota, who's been fighting to remove contaminated food items including cesium beef from children's school lunches.

Contaminated beef:

While the City fed kindergarteners and school children with domestic beef contaminated with radioactive cesium despite protests from the concerned parents, the cafeteria at Yokohama City Hall for the city employees and guests were serving beef imported from Australia.

6 elementary schools served radioactive beef 5 times, and 22 schools served it 4 times.

Radioactive summer school:

The City is determined to keep sending school children to the summer school in an elevated radiation area in Gunma Prefecture. The officials insist it is safe, because they are told it's safe. Never mind that nearby locations have levels like 0.50 microsievert/hour (official), and a citizen measured as high as 1.26 microsievert/hour in the very area that the children may go to.

Bringing water bottles to schools:

At least one (but there seem to be many) school allows children to carry water bottles if they want, but they have to leave their bottles in the school principal's office, and when they want to drink water they must come to the principal's office to drink.

This is bullying and harassment of children by the school principal. Quite an education.

#Fukushima Uninhabitable For How Long?

Areas around the crippled Fukushima nuclear plant could remain uninhabitable for 20 years, Japan warned yesterday.

The plant is still leaking low-level radiation nearly six months after the earthquake and tsunami triggered a nuclear meltdown.

About 80,000 people were evacuated and many are still living in shelters.

The Japanese government unveiled guidelines this week with the aim of halving radiation in problem areas in two years, but for spots with very high readings it could take much longer to reach safe levels.

'I can't deny the possibility that it could be a long time before people can return to and live in regions with high radiation levels,' outgoing Prime Minister Naoto Kan was quoted by domestic media as telling Fukushima Governor Yuhei Sato.

NOTE: Sure, 20 years sounds reasonable, but is a complete fabrication. Chernobyl has unihabitable areas 25 years later, with no relief in sight. Who are they kidding? Oh I know, everyone who doesn't believe there is any radiation.....

Japan To Burn Radioactive Debris

Here we go. Radioactive Japan (or at least East Japan). Now all radioactive debris and garbage can and will be burned and buried.

The news headlines at various media outlets say "ashes that contain up to 100,000 becquerels/kg of radioactive cesium", but if you read the news carefully, as long as there are "countermeasures" to prevent the leakage of radioactive cesium into the surrounding environment, the Ministry is prepared to allow the ashes with any amount of radioactive materials to be buried in regular waste final disposal facilities.

From NHK News (8/28/2011):

原発事故で放射性物質が付着したがれきや一般ごみを燃やした灰について、環境省は、含まれる放射性セシウムが1キログラム当たり8000ベクレルを超えるものも、地下水への流出を防ぐ対策をしたうえで、埋め立てができるとする方針をまとめました。

Regarding the ashes after burning the disaster debris and regular household garbage contaminated with radioactive materials, the Ministry of the Environment has decided on a policy that will allow the burial of ashes that exceed 8,000 becquerels/kg of radioactive cesium, as long as there are countermeasures in place to prevent the leakage into the ground water.

これは、27日開かれた環境省の専門家による会合で示されたものです。放射性物質が付着したがれきの処理について、環境省はこれまで、燃やした灰に含まれる放射性セシウムが1キログラム当たり8000ベクレル以下であれば埋め立てを認める方針を示していましたが、より濃度が高い灰については一時保管するよう求め、処理方法の検討を続けてきました。

The new policy was revealed during the meeting of experts affiliated with the Ministry of the Environment on August 27. So far, the Ministry's policy has been to allow the ashes with 8,000 becquerels/kg of radioactive cesium and below to be buried, but require the ashes that exceed that level to be stored temporarily while the Ministry decides on the disposal method.

新たな方針では、放射性セシウムが8000ベクレルを超え10万ベクレル以下の場合は、放射性セシウムが地下水に流れ出ないよう、灰をセメントで固めたりコンクリートの容器に入れたりしたうえで埋め立てられるとしています。また、10万ベクレルを超える灰はさらなる対策として屋根やコンクリートの囲いがある処分場に埋め立てるとしています。

NOTE: All along my question has been. WHAT do they intend to do with the enormous amounts of debris and demolished buildings, homes, cars after the Tsunami? Well, this is it. And the last time I checked smoke still rises. Yes, it will get into the various wind patters and circle the globe, heaping more radioactive waste on the Northern Hemisphere.

Japan's PM Steps Down

#Japan Silencing Fukushima Info Still

'While the government defends its new monitoring program of online postings concerning the accident at the Fukushima No. 1 nuclear power plant to stem the spread of "inaccurate" information, critics say it harkens back to Big Brother.

The Agency for Natural Resources and Energy said tweets on Twitter and postings to blogs will be monitored for groundless and inaccurate information that could inflame and mislead the public.

The agency said it is trying to "track down inaccurate information and to provide correct ones instead."

But critics are skeptical about the agency's motive, especially because the government has been under fire for failing to provide an accurate picture of what has been occurring at the plant and the spread of radioactive contamination.'
